Donna N. Lampert
A founder of the firm and its current Manager, Donna Lampert has more than twenty-five years experience in communications law and has represented start-up companies to industry leaders in virtually every facet of telecommunications, media, Internet and international communications. Her active practice focuses on the regulatory, business, and liability issues facing companies and she frequently represents clients before domestic and international governmental bodies, including the Federal Communications Commission, the Federal Trade Commission, state regulatory commissions, federal courts, Congress, and similar international authorities.Donna is a nationally recognized telecommunications expert, and has been involved in many seminal legal decisions involving the Internet, broadband services, network access/interconnection, and regulatory enforcement. She has published numerous articles and commentaries for communications and legal publications and has appeared as a speaker and a panelist at industry conferences throughout the world.
Prior to founding Lampert, O'Connor & Johnston, Donna held several policy advisory positions at the FCC, including Special Advisor to the Office of the Chairman and Special Counsel to the Chief of the Common Carrier Bureau. She was also a partner at Mintz Levin, an adjunct professor at Duke University’s Terry Sanford Institute for Public Policy, a fellow at the Annenberg School of Communication of Northwestern University, and the Vice President for the Washington Center for Public Policy Research.
